This is exactly my point. You either compete at the top level like Angels and spend all your money on players or languish in division 2 for multiple seasons and try to save money and build facilities. You can't do both. This is why the game in England is shrinking because new managers get bored trying to catch up, to build facilities to level 15 and an 80,000 stadium will take 10+ seasons.
